Search engines can't see what's in a picture, so by giving it an alt attribute it has some idea of what's in the photo.

Go to any website, right click and click on view source. You'll find the title tag near the top in the source code. Title tags should include relevant keywords or phrases but try to not make it too long as it might get cut off in search results.
